Credit cards like Phillips 66 credit card are usually offered to people with established credit. So, we don't recommend you to apply for this card while you do not have any established credit. Also, this card has a pretty high interest rate, which is pretty standard for such cards. We would not recommend someone without credit history a credit card with that high APR. There are general credit cards with lower interest rate that can be a better option to a person without a credit history. You can also apply for secured card.
