My wife and I have a credit card (MC) in which she is the primary cardholder, but I make the monthly payments. I want to secure a different credit card with me as the primary. Can I transfer the balance on the MC so I can get an introductory 0.00 percent APR interest rate for the first 12-15 months?

You will need good to excellent credit history to apply for a card with such a long introductory period. Check your credit reports and credit scores before you apply.
