How can I get credit card with no checking or saving account? I would like some kind of spending limit.
If you have bad credit or no credit, you can't avoid making a deposit, as your only choice may be a secured credit card. If your score is better than bad, no account is required, as unsecured credit cards are available for you. So, you should choose a card according to your credit score.

I 'm in out side of US . I realized when i was cheking my credit report that I have bills to pay discover card, i would like to know how can i do this , if i m in another Country and if i pay in one time do i have a discount? Im able to do this.
If the terms&conditions list or some other document runs that you get a discount making several payments at a time, you are free to do it. To pay the bills you can use a card that is accepted at your location.

How do I know if I will get approved for the credit card I want before I apply for it and risk being denied, my score being checked and then my credit scored being lowered?

I have A LOT of questions- if you could please let me know if I can ask them all at once or if I have to do it separately I would appreciate it. Also can they be specific questions? I hope to hear from you soon, thank you!
Get your credit report and study it, after that you will be able to evaluate your chances to get a card you want. It's better not to risk and make applications for cards you will surely be approved for.

If I apply online for an instant approval card, can I start using it the same day -do i get a card number and cvg code (or whatever it's called) so i can make online purchases the same day?
If you apply for a credit card online, even if it is an instant approval credit card, you surely can be approved instantly. Usually, this takes a few minutes. But it doesn't mean you can immediately make purchases. Before that you are to have your card 1)printed and 2)sent to you.
This can take several days. If you have a good credit score, you will know about the (dis)approval for an instant approval card within a rather brief space of time.

I need to get a credit card, have poor credit, and need to use a co-signer. Can you reccommend a card company hat does this?

I have scores of 703 experian,697equifax,and 676 transunion. I have a couple of old paid in full chargeoffs. Would this be an instant turn down for a good credit card? What would be a good card for me to get?
In fact, you can choose from good credit card offers since you qualify (good credit rating is 660 to 749). If you do not have any past problems and debts, apply online for a good credit card. Select a credit card according to your needs (for instance, you want cash back, or gas rebates, or you are a frequent flier, or often stay at hotels).

I did a debt reduction program ( they talked me into it, I was on time with everything before) It lowered my score alot. With the cards I have left the smaller ones I would like to put them together on a low rate card or something. I could get a cosigner if you think that would help. which card or whatever( a loan) would be the best for this. what should I do. i think my score is about 570-600
If you have not a good credit history, you won't be approved for a balance transfer card. So you should now try hard to pay off your balances as soon as possible (that will improve your score). Only after that get a new card for which your score will be eligible and continue building your credit history!
