HSBC Platinum MasterCard and a number of AmEx credit cards have 2% on foreign exchange. Other cards, as far as we know, have 3% or this operation is not available.

I have a visa line of credit card that has a high interest rate and a high limit. How do I get another company to allow me to transfer this balance. How do I get the interest rate lowered so making a payment will substantially decrease amount owed.
