I was wondering if a person is a homemaker, can they get approval even if they do not have an income? I have a small income, as I am disabled, but have been very good in paying my small bills and am not delinquent with any card bank issuer.

My credit score is 400. Looking for a card to transfer balances of approx $15000 with APR of 29%

I'm sorry to disappoint you, but you can't get a balance transfer credit card to consolidate your debt, as this type of a credit card requires good or excellent credit (yours is poor, according to the score you indicate). No poor credit card provides balance transfers, either.
So your best way to act is to pay off your current debts in order to improve your credit and after that you will be able to apply for any good credit card you want.

I am a 5/6 months resident in Florida. UK citizen with USA bank accounts, but no social security number. Who can provide a no fee credit card












If you look through credit card offers for US residents, you will see any application requires social security number to be indicated in the blanks marked with an asterisk. You can apply for a UK credit card then, as they require information you certainly have. Also, if you have accounts in the USA, you can ask these banks for a credit card.
As for the terms of your future credit card, they depend on the credit history you have, and you will have to build credit history in the US, UK credit history being insignificant in this country.

I have a credit score of 659 and no negative credit remarks. Would I be considered "excellent" credit to qualify for an AMEX card? I hate to apply and my score drop and I don't get the card.

i am handicapped and bedridden. if i am issued a credit card can i shop online and have my sister (who is my caregiver) have her name also on the card so that she is able to pick up my purchases from a local store that i've ordered from?
You can do it in several ways. You can get a joint credit card account, so that there will be names of you two on the credit card, and you will be able to use the card together. If some of you has bad credit and the other has a good one, you will be able to get a credit card for good credit, and some of you will be a cosigner. You can also (one of you two) apply for a credit card and order an additional card for the other, thus the credit account will be in the name of the applicant, but both of you will have a right to use it.
The only warning is that you should apply for the credit card according to your credit history.
