I want to fill out a Costco application for their credit card. I heard that if you get the credit card you do not need to pay the membership fee. However, because I am not a member I can't get into there to fill out an application there. How else can I apply?

There is almost always an application for any store card online. You can probably call as well and request an application be sent to you via traditional mail. You may also be able to apply by phone. If you go to your local Costco you can let them know that you want to apply for the credit card. As for this card waving the membership fee, that is not the case. You must become a Costco member before you can even apply for the card.
