I received a mastercard in the mail and did not activate. I no longer have the card. Can I get another card or do I have to reapply? I already had one in my name with credit limit available.

Hello,
I have currently a credit card I would like to transfer my balance onto another credit card, one of which charges no annual fee, at least 12 months of 0% interest on transferred balances, and no balance transfer fee. I now have a rate of 8.90 on all purchases and do carry a balance on my card more often than not.
