I am looking for a card that does not charge a fee for cash advance in the form of checks, and provides a period interest free on the advance. I am seeking funds for college- the school is brand new and hasn't been accredited for student loans or government aid. I've been denied for several personal loans, I don't have a co-signer, and I've been denied for some credit cards.

I have 3 credit cards which are pretty much at max limit. I need an additional 40,000 to finish my home improvement and would like to transfer over these 3 which total 40,000. My mid score is 704.
