I have several credit cards that the interest rate has been increased. I dont have any late payments on my record and my credit score is around 650. I need to consolidate these cards to one account. What options do I have. My income is arnd $100,000 a year. Who has the best rates? offers?

I do not use a credit card that often, but I am going to need one for purchasing certain things occasionally in the future. However, I am always concerned of theft. Can I get a card that I can set the limit on the amount the card carries (ex.$300) or do you have a card that would not hold me responsible for purchases made in case identity or credit card/ number theft?
If you have one of these cards, what would be the annual fee? As I stated, I don't use a credit card that often and I don't want to pay a large annual fee for something I do not use that much. Thanks.
