It`s no surprise, because after sending the order the period of receiving a credit card may come up to 1 month. If you don`t have your card during a month, apply for information to the bank that is to give you the card.

My FICO score is 650 Equifax, 650 Experian, 688 Transunion, and I need a card with a low intro rate and high limit to transfer balances to.

Yes, this credit card exists and is called Citi Diamond Prefered Card. It promises 0% APR for 5 years on purchases at gas stations, supermarkets and drugstores. This benefit is reduced by taxes and minimum payments. You will need to be cautious to non-qualifying purchases on the card, as they will increase interest at the standard APR.
Actually, we don't deal with this credit card. Try other Citibank credit card offers.
